The Amber Alert is an innovative way to protect our children. This plan was born out of desire to use maximum public participation to recover children in the most serious non-familial child abduction situations. It recognizes that time is of the essence in getting critical information to the public so they can help bring about the safe and swift return of these children. The goal of the Amber Plan is for Law Enforcement Agencies to collaborate with local broadcasters through the use of an early warning system to alert the public when a child is in danger. The success of the Amber Plan is dependent upon a cooperative agreement between the Department of Public Safety, Bureau of Criminal Apprehension, Division of Emergency Management, Minnesota Association of Broadcasters and various law enforcement agencies in the state of Minnesota, and the support of organizations such as the Jacob Wetterling Resource Center. It is hoped that this early warning, distributed by the state radio and television Emergency Alert System (EAS) and the MN Crime Alert Network (MCAN), will lead to the safe return of a missing child.
